Profile

Tom Noorkah is the Director of Financial Systems for the City of Columbus Auditor’s Office. His office oversees enterprise systems for Financial Management and Point of Sale (Dynamics), Human Capital Management (Dayforce), Debt Management (DBC), Tax Revenue Management (Income and other taxes) and interfacing with other customer and fields service systems as needed to collect and summarize financial data. Implemented in 2016, Dynamics provides Enterprise Resource planning functions such as Accounts Payable, Accounts Receivable, Budget Control, Budget Planning, Capital and grant management funds, Financial reporting, Fixed assets, General Ledger, Procurement, Sealed Online bidding, and Supplier management. Dayforce went live for the City of Columbus in 3rd quarter of 2020 and provides Benefits administration, Civil Service personnel management, Payroll, Time & Attendance, and workforce management to the City’s 10,000+ employees that comprise the City’s workforce. The legacy Tax Revenue Management system collects, accounts, and manages approximately $1 billion in revenue from admissions, income, corporate, excise, hotel/motel, and other taxes. Finally, he oversees the Debt management system that has been in use for over a decade and administers a debt portfolio of over $4.7 billion.

Tom has been involved with the City’s financial systems his entire 27 year tenure with the City in various capacities and he has been in the public sector for over 28 years. He is the leader of the North American Dynamics Community Public Sector Special interest group and was awarded Dynamics All star status in 2019. He is also co-leader of the Dayforce North American Public Sector User group representing local, state, and other governmental agencies for the US. Tom is a graduate of The Ohio State University and resides in Northwest Columbus. He enjoys sports, traveling, and learning new things.
